Dear Council Member Woolley,

The City forester has informed us that the elms on all three
blocks of Fresno Avenue are infected with Dutch Elm Disease.  The
default hypothesis is that all of our trees will die over the
next 2-3 years and will have to be removed.

The neighborhood considers this to be a human ecological emergency 
and have called a meeting for 7:00pm on September 4th. Jerry
Kuch, head of the forestry department will attend to explain the
situation to the neighbors. We have also retained a private arborist
to advise us. Representatives from the Thousand Oaks Neighborhood
Association will of course be present. 

It is very important that the City work with us on this horrible problem,
including allocating emergency funds for providing mature replacement 
trees and slowing the spread of the disease where practicable.

I urge you to attend our meeting--as the representative of our district,
we need your help in formulating a strategy for dealing with this 
disaster.
